The so-called End-of-Life Vehicles Regulation (ELVR): The Legislative Process is Nearing Completion

The “Regulation on Circularity Requirements for Vehicle Design and on the Management of End-of-Life Vehicles” (ELVR or End-of-Life Vehicles Regulation) aims to promote circular business models in the vehicle manufacturing sector across the EU. Following its formal adoption by the European Parliament, it now only requires the Council’s approval.

What are the key areas covered by the ELVR?

In our blog post dated 26 February 2026 we have already provided a brief overview of the proposed regulation. The ELVR is intended to link issues relating to recyclable design with the management of vehicles at the end of their life cycle. Accordingly, it sets out requirements regarding the recyclability of new vehicles, whilst also containing comprehensive provisions on Extended Producer Responsibility (EPR).

What is the current status of the legislative process?

The Commission’s first draft of the ELVR dates back to 2023. The trilogue began in autumn 2025. In December 2025, the Council and Parliament reached a provisional political agreement. With the vote in plenary on 18 June 2026, the European Parliament has now formally adopted this agreement. Following Parliament’s approval, only the Council’s adoption remains before the regulation enters into force and, in principle, becomes applicable 24 months later.
