Michael Halstenberg

Michael Halstenberg has worked in ministries at state and federal level for over 20 years, most recently as head of department at the Federal Ministry of Transport, Building and Urban Development. He has been a lawyer since 2009 and joined FRANSSEN NUSSER in 2022.

About Michael Halstenberg

His main areas of expertise are construction product law, engineering and architectural law, public building regulations and building planning law. He primarily advises companies in the real estate industry, manufacturers of construction products and their associations, and various ministries. Michael Halstenberg is a member of various expert committees, has been deputy chairman of the German Society for Construction Law since 2006, gives numerous specialist lectures and publishes regularly on his main areas of practice.

Career and areas of expertise

Michael Halstenberg studied law at the University of Cologne. After completing his legal training, he joined the North Rhine-Westphalia tax administration. In 1988, he moved to the Ministry of Urban Development, Housing and Transport of North Rhine-Westphalia. In 1999, he was elected EU representative of the German Building Ministers' Conference. From 2004 to 2009, he was head of the Department of Construction, Construction Industry and Federal Buildings at the Federal Ministry of Transport, Building and Urban Development in Berlin. He has been admitted to the bar since 2009 and specialises in public construction law. He joined FRANSSEN NUSSER at the beginning of 2022.

Michael Halstenberg advises manufacturers of construction products and their associations on issues of legally compliant market access and product liability. He supports construction projects for real estate companies and advises ministries on specialist construction law issues, including building regulations, construction product law and building energy saving law.
