Circular economy-friendly procurement
In order to transform the German and European economies from a linear to a circular model, it will also be necessary to change the way in which the public sector procures construction services, services and goods.
This is because, with its high demand in many areas, the public sector has a decisive influence on which products and services are developed and offered. Public procurement must be geared in particular towards the purchase of products that have been manufactured in a way that conserves raw materials and saves energy and water. This can be achieved by preparing waste for reuse or by recycling it, for example through the use of recycled materials. Other aspects related to the environmental impact of products and the promotion of the circular economy – such as the ecodesign (e.g. durability, reparability, reusability, recyclability and low pollutant content) of products – will also become increasingly important in public procurement. Binding requirements for circular economy-friendly procurement are necessary, not least to prevent circular economy-friendly products from being exposed to unfair competition from products without such advantages in public procurement.
We advise public contracting authorities on the circular economy-friendly design of procurement procedures. For companies and associations, we are committed to compliance with the legal requirements for circular economy-friendly procurement and advocate for the further development of procurement law in the interests of the circular economy.
