EU Adopts Delegated Act on Recycling & Recovery Rules for Waste Batteries

Building on the Battery Regulation (EU) 2023/1542, which governs batteries throughout their entire life cycle – from design to disposal – the European Commission has adopted a new Delegated Regulation that sets out rules on recycling efficiency and material recovery for waste batteries.

The new regulation introduces a harmonised methodology for calculating and verifying recycling efficiency and material recovery rates for various battery types. It also defines new requirements for the format and content of documentation related to recycling efficiency reporting by recyclers.

Published on 4 July 2025, the delegated regulation will enter into force on 24 July 2025. It aims to support the implementation of the EU’s circular economy goals by ensuring that valuable materials from spent batteries – such as cobalt, lithium, nickel, copper and lead – are recovered efficiently and consistently across Member States.
